The Special Inspector Roster and the Special Inspections Agencies Roster are a part of a voluntary registration program of the Oregon Building Officials Association (OBOA) developed in cooperation by representatives from the association and special inspection agencies in the State of Oregon. This program was developed in response to the need, recognized by building officials and quality control agency owners, for a uniform method of determining qualifications and competence of special inspection agencies, fabricators, testing agencies and inspectors called for in section 1701 and 1703 of the Oregon State Structural Specialty Code.
This program is designed around the philosophy that the "Special Inspector" referenced in the Oregon State Structural Specialty Code, Section 1701 starts with a person who works as or with a quality control agency organized with qualified management, supervisory personnel and laboratory technicians together with appropriate equipment and facilities to conduct certain construction or operation inspections and materials testing in accordance with those standards stipulated in the Oregon State Structural Specialty Code (OSSC).
This program is intended to provide building officials with the means to meet the obligations imposed on them by state statute that they determine that special inspection, testing and fabrication services are carried out by qualified individuals and organizations in a competent manner. The program is also intended to aid the quality control (special inspection), testing and fabrication communities by providing a consistent set of criteria by which qualifications and competency may be determined.
